Lewiston council funds planning study for new sewer system

March 24, 2008 | LEWISTON -- The City Council passed a motion to move forward with a sewer planning study after hearing from Zan P. Murray of J-U-B Engineers Inc. last week.

Murray came to the council meeting to explain the process and costs of executing a planning study to determine what future steps the city should make regarding the sewer system.

According to Mayor Kelly Field, the sewer system is currently almost at capacity and has been for several years.

"We're limited in what we can do," Field said.

Because of the recent growth of Lewiston and the interest of residential developers, the city decided to approve the planning study to determine a direction, Field said.

"I don't think we can afford to do the whole city," Councilwoman Karen Jackson said.

Currently the residential zone of the city is the only part that has the sewer system, Field said. The planning study will mainly focus on areas in the city that are zoned as residential.

According to Murray, the planning study will have three phases, costing a total of $86,000 if all three phases are completed. After each phase the council will be presented with the results and will decide whether to continue or stop. The total proposed time it will take to complete the full study is six months, Murray said.

During the council's discussion on the planning study, Field mentioned that they would be able to use some of their funds from impact fees collected earlier to help pay for the study. Murray also mentioned there are no-interest government loans and grants available for the city to help fund the study.

In other business:
-- The council met with Cache Valley Transit District (CVTD) representative Todd Beutler to discuss the city's involvement and CVTD's progress in the past year.
-- The city is still looking for a part-time employee to help maintain the Cub River Sports Complex this summer.
-- Mayor Field has proclaimed April National Child Abuse Prevention Month for the city of Lewiston.
